Activities: The major Russian polar research institute carrying out research into ice navigation, meteorology, glaciology and sea ice, cold adaptation, ice-strengthened shipping, icebergs, and polar geography in both polar regions. Shares responsibility with the Russian Federal Service for Hydrometeorology and Environmental Monitoring for the control and organization of Antarctic research programmes. Russian Antarctic Expeditions forms a department within AARI. Currently operates five ships including Akademik Federov and Mikhail Somov. The Kola Science Library had its origin in 1930 when the Khiniby mountain station "Tietta" started its activity. Recently, this station has been renamed as well as the Kola Science Centre. The foundation of the library is nearly 6000 volumes presented by the academician Alexander Fersman. History of Library: Scientific Library of Petrozavodsk State University was founded on the basis of the Library of Karelian Pedagogical Institute, in 1940. During the World War II the book stock (60000 items) was destroyed together with the building. Immediately after returning to the University from evacuation, the revival of the Library began. The staff of 3 persons: director Kodlubovskaya O. A., 2 librarians Dobrokchotova Z. N., and Yarvinen L. M., with the help of students and teachers got books, which escaped destruction, from the basement of destroyed building of the University. They began to create catalogues and organized the work of loan departments. In 1945 Soviet Narodnich Comissarov (Soviet of People's Commissars) financed acquisition of the books. Thanks to this action, the book stock was, to a considerable extent, replenished with valuable pre-war editions from Leningrad second-hand bookshops. Besides, great help in renovation of the book stock was given by the State Fund of Russian Federation and Higher Institutions of Leningrad, Tartu and other towns. The scientists of the University donated books from their private collections to the library. Among them were Bubrich D.V., Gerd S.V., Veselov E. A., Mitropolskiy K.D., Popov Y.V., Toiykka M.A., Udartseva M. Y. and others. By 1947 the collection of the library had grown up to 55 vls. In 1947 the library had got the right to get the chargeable legal copy from the Central Library in Moscow. From now on, the acquisition of the books became systematic. In 1948 the Library began to establish exchange of literature (including University editions) with libraries of Higher Institutions of the country (Soviet Union). In the Library there are 12 departments, 10 sectors, 5 branches and 61 faculty libraries.

DESCRIPTION OF POLAR COLLECTION: Languages: Russian, Finnish, Karelian, Vepsian, Norwegian, English, German, French. Subjects: Publications of PetrSU scholars, books, periodicals, reference, bibliographic editions of North-West economical region of Russia, countries of Northern Europe (exchange department - 15219 copies, publication of PetrSU scholars - 4578 copies). Librarians of the reference department create bibliographic data base "Countries of Northern Europe", full text bibliographic data base "Ecology of Karelia".

Participation in Bibliographic Networks: Scientific Library shares the work on electronic catalogues with the largest libraries of Petrozavodsk: Scientific Library of the Karelian Scientific Center, National Library of Karelia, Republican Youth Library. These Libraries together create electronic catalogue of articles dealing with politics, social sciences, humanities. For this catalogue 120 journals from the main field of knowledge are chosen: history, law, linguistics, literary science, bibliography, psychology, economics, philosophy, including children's literature. The Scientific Library of PetrSU conducts equivalent exchange of literature (mostly University editions) with many libraries of foreign Higher Institutions: Joensuu University (Finland), Umea University (Sweden), Institute of Russia and Eastern Europe (Finland), Deutsche Forschungsgemeinschaft (Germany), Lodzkye University (Poland), Marii Curie - Skladowskiej University (Poland), Rzeszov University of Technology (Poland), Turku University (Finland), Vermont Law School, Kuopio University Library (Finland), The Library of Congress (USA)

At present the total size of the Library's collections exceeds 42 million items. LIBRARY ACTIVITIES: A research centre for studies in librarianship, bibliography, and book science. The researches and experts can access full texts of articles as well as databases distributed by subscription agencies. One of the main activities of the Department is to form CD-ROM collection. In 2000 the Library signed an agreement with the "Informregister" scientific and technical centre regarding the second legal deposit copies of compact discs from the "Informregister" depository to the Russian State Library. It laid the foundation for the future comprehensive Russian CD-ROM collection.

Associated Archives or Manuscripts Collections: From the times of Count Rumyantsev, for over 200 years the Library have been forming a unique collection of manuscripts, which date from 6th to 20th century, consisting of about 550 000 items. The collection contains Byzantine manuscripts starting from "Apostle" (6th century AD), specimens of Western European writing, Japanese manuscripts on rice paper, Indian and Burmese palm-leaf manuscripts, richly decorated Arabic and Persian manuscripts with miniatures. The largest part of the collection is formed by about 800 personal archives of prominent statesmen, political figures, scientists, writers and artists. These unique documents illustrate the history of thought, most important events in the history of Russia and the world, Russian culture, and everyday life of the 17th - 20th centuries. History of Library: In 1862 the first public library in Moscow was established in Pashkov's House, near the Kremlin. Count Rumyantsev was a State Chancellor, scientist and patron of the culture. He gathered a remarkable collection of books, manuscripts, maps and other objects of Russian and foreign culture. He bequeathed his collection to the country to be used for "good education" purposes. Upon his death the collection was moved from St. Petersburg to Moscow and formed the basis of the current collection of the Russian State Library. The initial collection was increased by the donations of A. Norov (the Minister of People's Education), K. Soldatenkov (merchant and publisher), F. Chizhov (scientist), V. Odoevsky (music researcher), V. Dashkov (director of museums) and many others. Starting from 1862 the Library has been receiving the legal deposit copies of all the printed Publications in Russia. The Library of the Moscow Public and Rumyantsev Museums became progressively a cultural centre. Works of literature and science were written in its reading rooms. Among the readers of the Library there were writers like L. Tolstoy, F. Dostoevsky, A. Chekhov, V. Korolenko, and scientists as D. Mendeleev, K. Timiryazev, K. Tsiolkovsky, and the founder of Russian cosmology, philosopher N. Fedorov. In consecutive order the directors of the library were V. Dashkov, M. Venevitinov, I. Tsvetaev, V. Golitsyn, A. Vinogradov, V. Nevsky etc. In March 1918 the Government of the country moved to Moscow and in 1921 the Library became the main national book depository. With the renaming of the Library in 1925 as V.I. Lenin State Library of the USSR its functions and activities considerably changed. It became the main library of the country. In 1930 the construction of a new library building (designed by the architects V. Shchuko and V. Gelfreikh) was started. The building was completely finished in 1960. During WWII the Library was the only functioning research library that was not evacuated from Moscow (apart from some specially valuable collections). In 1945 the Library was awarded the order of Lenin. In January 1992 the President of Russia signed the decree on renaming the Lenin State Library of the USSR as the Russian State Library.

LIBRARY ACTIVITIES: History of Library: SPSTL SB RAS, one of the oldest Russian libraries, started its activities in 1918 in Moscow; from 1958 functions in Novosibirsk. SPSTL SB RAS is a public library of a universal profile. The size of its stocks (14 million printed items) places it among the largest libraries of Russia and the world; it is a pre-eminent collection of scientific, technical/production and educational literature; every fourth edition - in a foreign language.

The main purpose of the SPSTL is to render information and library service to all categories of users on the territory of Siberia, and to secure their rights to a free access to information, scientific and cultural values. Besides, SPSTL SB RAS stands as: Scientific and Technical Information Center for the Siberian Branch of the Russian Academy of Sciences; Research Center of the Siberian Branch of the Russian Academy of Sciences; Regional Coordinating Center for Scientific Libraries of Siberia and the Far East; State-owned Multi-disciplinary Regional Depository for Scientific and Special Libraries belonging to different structures and departments of Siberia and the Far East; Regional Center of Interlibrary Loan; Methodical Guidance Center for the Library Network of the Siberian Branch of the Russian Academy of Sciences. The Library has 14 reading-rooms designed to accommodate 600 visitors. The average daily number of registered visitors exceeds 1300. Associated Archives or Manuscripts Collections: The groundwork for the ancient Russian part of the rare book file was laid by a largest private collection of Russian manuscripts, early-printed books and documents belonging to an outstanding historian, academician Mikhail Tikhomirov. According to the will of the academician, his collection was transferred to Novosibirsk. It comprises more than 600 manuscripts, about a thousand historical documents and a hundred of early-printed books. The Tikhomirov's collection formed the core of the Rare Books and Manuscripts stock. The ancient Russian section of the collection consists primarily of precious samples of written and printing culture acquired by the archaeographic expeditions in Siberia. The expeditions, run since 1965, brought acquirements which allowed to form separate "territorial" collections bearing the names of the respective territories: Tomsk, Zabaikalie, Altai, Tuva, Krasnoyarsk, West-Siberia. A "territorial collection" is not merely a collective title for a group of separate items; it gives us glimpses of a written monument's migration in Siberia, illustrates the Russian book spread and the history of Siberian libraries in XVII-XIX centuries. Wide collection of documents and manuscripts edited by the early communities of Old Believers settled in the territory.
