Abstract: | Studies economic development with reference to possible sources and timing of development in Arctic rim countries, concluding that development is extraordinarily dependent upon development of non-renewable natural resources, especially hydrocarbons, for which world prices are currently low. Modest levels of development provide a "breathing space" during which opportunity for greater co-operation between states can be explored. |
