Abstract: Semi-autonomous colony of Denmark, Greenland has suffered alcohol abuse problems common to Inuit, Native Americans and Northern Europe. Home Rule Government tried rationing for three years then changed to public information campaign. Paper, based on original fieldwork, describes these attempts, their effects on related social problems (particularly crime) and compares them with alcohol systems in Arctic Canada, bearing in mind complex inter- relationships with criminal policy and labour force needs in developing country.
