| Abstract: | In Soviet north. Emphasizes necessity of taking into account expenditure for non-production sphere (e.g. maintenance and settlement of workers) when considering relative merits of construction plans. Construction time can be reduced significantly by use of prefabricated lightweight structural components and modular structures, so that it becomes more feasible to employ "team-shift" workforce, and on-site work will become principally that of installation. Lighter-than-air transport of building materials from support bases to construction site favoured because dirigibles have greater freight capacity than airplanes and are cheaper to operate, as well as securing rapid delivery.
