Abstract: Use of Pechora-Yamal natural gas in older established industrial centres in European parts of country will reduce environmental pollution and be labour-effective. Timano-Pechora and Pechora-Yamal complexes can exploit gas reserve jointly and create common infrastructure, thereby reducing costs (which are normally increased as a result of adverse climatic conditions and enhanced wage structures). Suggests change in principles of population settlement, creation of support bases farther south, and use of modular construction technology and air-cushion transport vehicles. Discusses importance of coal deposits which can be mined by surface methods (strip-mining), development of heat and electric power stations, and potential of tidal energy and wind-powered generating stations.
