| Abstract: | West Siberian regional industrial complex is largest fuel and energy base in USSR. Regional programme is to provide both central and local planning agencies with scientifically sound proposals which take into account specific local, economic, social and climatic conditions, local interests and national interests. Broadly representative intersectoral coordinating centre has been set up in Tyumen', to prepare proposals on basic lines of economic and social development, securing equal development of sectors, and exercising systematic control over fulfilment of current and long-range plans.
