| Abstract: | Based on examination of Bratsk - Ust'-Ilimsk regional industrial complex, representing full-scale model of future complexes along route of Baykal-Amur Mainline railway. Basis of each regional industrial complex is power engineering, transport, natural resources, construction industry, personnel, education and knowledge. Recommends involvement of experienced local personnel in decision-making process, and creation of regional scientific research and planning and surveying centres, which will give significantly greater return than that available from traditional methods of development.
