Abstract: Details of resolution passed by Praesidium of Supreme Soviet in late 1984. Covers all kinds of traffic by air, land and sea, and planning, construction and operation of industrial plants; introduces regulations to protect all forms of animal and plant life, and earth, water and air. Assesses impact of offshore oil spills. Gives details of combustion monitoring systems installed in newest ships of Soviet Arctic fleet. All systems and hardware in offshore drilling operations must be leakproof, platforms must be equipped with waterproof boarding; production waste materials must be collected regularly.
