Abstract: Describes proposed structure which consists of prefabricated caisson ballasted only with water to rest on seabed with low bearing pressure to preclude failure of foundation soil. Active thermal piles are then driven into seabed and soil is frozen. It will remain frozen and will resist ice forces.
