Abstract: In context of development of mineral and energy resources in 1970s. Transport costs can be up to 30% of total production costs, partly because there is imbalance in northbound-southbound traffic (which rectifies itself when development is diversified). Discusses Central Canadian Corridor concept, "Roads to Resources" programme, Northern Roadbuilding Policy, and development of various kinds of transport (gives relative costs) and their interaction. Analyses transport routes by area. Identifies contradiction between interests of nation as a whole and those of monopolies. Government does not have funds to construct east-west railway/highway network, so emphasis will continue to be on north-south development.
