| Abstract: | Recommends development of comprehensive transportation network; increasing capacity and speed of railways; increasing proportion of high-capacity, high-speed vehicles specially adapted for northern conditions, improving maintenance facilities for truck fleet, reducing empty trips and vehicle idleness, increasing number of hours vehicles are operational, increasing construction and reconstruction of motor roads; building high-capacity, low-draught vessels for shallow rivers and increasing navigability of rivers with guaranteed clearances; creating and introducing more economical modes of transport; and establishment of centralized organization of freight movement.
