Abstract: | Paper was presentd at Spitsbergen Symposium at Groningen University, Holland, in 1978. Author takes closer look at background of problems vis à vis Russians on archipelago, starting with Svalbard Treaty of 1920. Partly for financial reasons, other nations' settlements grew up fairly independently. By WW2, only Russians were left of these. Their attitudes were not consistent. Oil and naval routes were at root of cautious aspects of behaviour. Author makes predictions. |
