Abstract: Explores discrepancy between bureaucratic accounts of culture and actual cultural activities located in dom kul'tury in town of Kosh-Agach in Altay Republic (Respublika Altay). Discusses idea of separation of cultural form, practice and meaning, theorised as heteronymous shift. Identifies that culture workers can adhere to principles of Communist regime of Soviet era and at same time re-interpret meaning of them in present day market economy.
