Abstract: Discusses how indigenous communities can best capitalise on impact benefit agreements (IBAs), in context of extractive industries in Arctic and sub-Arctic Canada. Draws on contemporarty literature to identify two possible interpretation of IBAs: "distributive justice" and "exchange". Analyses two case studies involving IBAs and Inuit communities: 1974 Strathcona Agreement, relating to mine in Nanisivik, Baffin Island; and 2002 Voisey's Bay Agreement involving Labrador Inuit.
