Abstract: | Comprehensive analysis of factors that explain both completed and incomplete treaty negotiations between four aboriginal groups and Canada's federal, provincial and territorial governments. Argues that greater attention should be given both to institutional framework governing negotiations and to active role played by aboriginal groups in such processes. |
