Abstract: Argues that US Northern Command, Coast Guard and other relevant government agencies must collaborate on efforts to address strategic risk in Arctic Ocean and adjacent seas. Recommends that US Coast Guard's Operation Arctic Shield be expanded to include joint US-Canadian-Russian naval exercises focusing on "real-world" scenarios and contingencies such as search and rescue, oil pollution, counter-terrorism, and protection of Arctic sea lanes.
