Abstract: | Examines role of indigenous peoples' territorial rights, as defined in land claims agreements, in enhancing or hindering indigenous communities' capacity to address climate change through mitigation and/or adaptation measures. Notes that indigenous peoples in Canada, especially those living in northernmost regions, are already seriously challenged by task of adapting to rapidly changing environmental conditions. Shows how land claims agreements, if properly tailored to communities' evolving needs with regard to their changing environment, could enhance adaptive capacity. recommends efficient and periodic review mechanisms, to ensure that land claims agreements maintain flexibility to respond to new circumstances. |
