Abstract: Studies role of observers under both Arctic Environmental Protection Strategy (AEPS) and Arctic Council (AC) before Nuuk ministerial meeting of May 2011. In this meeting, AC actors were able to find consensus on criteria for admitting new observers. Examines content of recently-adopted Nuuk observer rules and their potential to influence decision-making.
