| Abstract: | Describes unsuccessful attempts by International Whaling Commission (IWC) to effect compromise between needs of whaling industry and conservation of whale stocks. This lack of success, which has resulted in impasse and division in IWC management, is caused by lack of agreement among whaling nations over which goals IWC should pursue. Explores why IWC is divided and frustrated in its policy-making efforts and concludes that chief reason is scientific uncertainty, exploited by some nations, concerning sustainable catch limits and population numbers. |
