Abstract: Outlines spread of tuberculosis and HIV/Aids in former Soviet Union, particularly in Baltic States and North-West Russia. Explores international collaborative efforts to address problem including introduction of DOTS (Directly Observed Treatment with Short course chemotherapy) and work of Task Force on Communicable Disease Control in the Baltic Sea Region. Notes Russian scepticism towards implementation of Western concepts of care. Describes Task Force's emphasis on programmes amongst marginalised groups such as prisoners, prostitutes and drug-users. Highlights structural peculiarities to implementing new approaches to public health in Former Soviet Union.
