Abstract: Evaluates planning and design process of Sustaining Arctic Observing Network (SAON), comprehensive monitoring system that seeks to integrate all relevant scientific and monitoring sites in Arctic. Argues that SAON's current "ethic of inclusion" concerning knowledge of indigenous peoples risks limiting capacity for indigenous peoples to control their knowledge and its uses, to monitor activities of SAON itself, and to appropriate SAON system and data for their purposes.
