Abstract: Discusses prospect of melting of Arctic ice, with benefits to shipping, and proposes mechanism by which Arctic ocean might refreeze after complete summer thaw thanks to influx of fresh water from Siberian rivers. Suggests that extent and thickness of new ice is hard to predict, and so navigability of Arctic Ocean would remain uncertain.
