Abstract: Explores avenues and incentives for Arctic cooperation through common issues outlined in strategy statements of five Arctic coastal states (US, Canada, Norway, Russia and Denmark (Greenland)). Opportunities for cooperation are categorised as dilemmas of "common interest" and "common aversion", framework described by Arthur Stein in Why nations cooperate : circumstance and choice in international relations (1990).
