Abstract: Reports that Norwegian consulate-general in Murmansk (established in 1993), only foreign representation Norway has in Barents region, now plays important role in mediating between interested Norwegian parties and northern Russian regional authorities, organisations and citizens involving business, banking, culture and education. Russian consulate general was established in Kirkenes in 1993, as "heir" to Russian consulate in Finnmark (1870-1917) which was situated in Hammerfest.
