Abstract: Although Saitama City is not recognised to be in a "cold region", frost heave damage occurred at construction site of underground pipeline during early 2012. Reports extent of frost heave and method of maintenance adopted, noting that frost heave occurred even though daily mean air temperature was not below 0°C.
