Abstract: Presents quantitative methodology for geographic assessment of bearing capacity of permafrost foundations, and uses to evaluate variability in bearing capacity in different physiographic regions under changing climatic conditions. Results indicate increase in permafrost temperature over period 1960-90 attributable to climate warming, and resulting 17% decrease in foundation bearing capacity in north of West Siberia. Decrease in some locations has been 45%. Suggests that predicted climate change may lead to further decrease in bearing capacity of foundations built according to passive construction principle and result in structure deformation. Discusses negative consequences for infrastructure development in permafrost regions.
