Abstract: Examines organisation of indigenous peoples at national level and describes ways in which they have lobbied government since 1990, with particular reference to activities of NGO RAIPON (Russian Association of Indigenous Peoples of the North). Highlights importance of federal target programme implemented in 2001, but stresses ineffectiveness of programme in solving problems of regional development. Discusses achievement of RAIPON in establishing and supporting information centres, and its contribution to initiating sustainable development at local level with focus on "traditional way of life".
