Abstract: Predicts that initial increases in Arctic shipping traffic are likely to come from "destinational" voyages (e.g. ships servicing new oil and gas platforms) rather than from cargo vessels transiting Northwest or Northeast passages. Argues that marine and environmental safety measures should take account of particular threats posed by this shipping.
