Abstract: Analyses attitudes of governor-generals and other high-ranking officials in local administration of East Siberia. Covers fact that many of them, including N.N. Murav'ev-Amurskiy and M.C. Korsakov, supported government reforms of 1860-1870. Suggests that top officials sought both political and financial independence for development of Far Eastern regions, while liberal bureaucracy in centre opposed both initiatives.
