Abstract: Discusses concept of "oilism": confluence of oil business and government and effect of oil development on all spheres of daily life of indigenous peoples of North, particularly in Khanty-Mansiyskiy Avtonomnyy Okrug in Western Siberia. Looks at attempts at dialogue between all parties; economic and social impact of oil industry; relations between locals and oilmen; legal rights between oil companies and indigenous peoples. Highlights oil development as generator of social and cultural conflict. Finds that in past decade attempts were made at co-operation and partnership between all parties but defence of legal rights of oil-companies was paramount. Concludes that oilmen express "government interests" and indigenous peoples have become "state protected cultural monuments".
