| Abstract: | Introduces Northern Forum, unique international cooperative body that operates at sub-national level. Cooperative initiatives implemented through forum allow sub-national governments from different parts of world to improve quality of life of northern inhabitants and to support their sustainable development. Legal status of forum, however, is ambiguous; it has neither fulfilled essential criteria of international organisation, nor that of intergovernmental cooperative body. Nevertheless, these shortcomings are not immense obstacles to forum's ability to serve well-being of residents of northern regions. |
