Abstract: Discusses importance of International Geophysical Year (IGY) in 1957-58 and subsequent negotiation of Antarctic Treaty, which provided foundation for Antarctic Treaty System (ATS). Outlines strengths of initial treaty regarding demilitarisation, resolution of sovereignty claims, and importance of science, and weaknesses addressed by subsequent instruments, such as sealing, marine living resources and environmental management. Shows how International Polar Year builds on former work. Discusses current difficulties regarding bioprospecting in Antarctica and Japanese whaling programme in Southern Ocean, and environmental impact of some research activities.
