Abstract: Argues that, as changing conditions in both human and natural environments of Alaska Arctic offshore reveal shortcomings in existing management regimes, it is necessary to rethink and redesign institutions governing resource use in region. Also argues importance of ensuring that management of valuable and fragile Arctic resources includes all stakeholders - national and local, public and private.
