Abstract: Discusses new report issued by University of Calgary, Climate change and national security: the Arctic as a bellwether, which suggests that non-Arctic states should closely monitor whether Arctic embraces conflict or cooperation. Notes that some Arctic states have started to rebuild military forces, and recommends that Arctic Council lift its ban on discussing military issues.
