Abstract: Notes that trend towards seasonally open waters in Arctic is driving increased interest and investment in oil and gas exploration, shipping and fishing. Recent economic recession has not affected these developments significantly. In response to these changes, Arctic states have begun to re-examine military capabilities to operate in Arctic regions. Geopolitical intentions are inferred from numerous major policy statements and actions by Arctic states, states with Arctic interests, and multinational organisations between 2008 and 2012.
