Abstract: Examines Norwegian oil spill emergency response (OSER) system, complex structure with private-, municipal- and state-level actors that may be mobilised to act as integrated national system. Outlines main actors and formal organisational structure of OSER system. Distinguishes between formal and informal mechanisms as different aspects of coordination between participating organisations. Also discusses how vertical and horizontal dependencies among these organisations affect their behaviour in terms of organisational coordination.
