Abstract: Argues that, despite continuing political differences between US and Russia, and despite rhetoric and calculated military exercises, there is reason to be optimistic about superpower bilateral relationship and Arctic security. Notes that Russia is following due process with Commission on Limits of Continental Shelf by collecting marine survey data to support its claim for extended continental shelf jutting out from Siberia, and has also signed agreement with Denmark to initiate greater cooperation in Arctic.
