Abstract: Discusses reasons for large number of children without parental care (social orphans) in contemporary Russian Far East, with reference to process of separation, consequences for parents and child, and actors involved in process. Explores practices in area of child welfare, as well as concepts, attitudes and values guiding them. Considers these practices in terms of historical process which shaped existing family policies and attitudes. Studies social construction of "unfit" parents of "social orphans", and relationship between these groups and individuals comprising them, and with state. Presents brief history of family policy in Russia in Tsarist and Soviet times.
