Abstract: Summarises Russia's development of new oil export infrastructure to Asia, Baltic Sea, Black Sea, and Arctic. Queries current need for these projects in view of slowing growth in oil output. Assesses whether projects are economically or strategically driven. Points out implications of oil export strategy such as becoming energy partner with China, and gaining leverage when dealing with oil transit countries and Caspian producers, as well as supporting aims in gas and nuclear technology markets. Proposes approach to meet Russia's oil export policy, through promoting transparency, stability, and predictability.
