Abstract: | Analyzes self-government negotiations in Canada, with aim of understanding and deconstructing assumptions and premises of aboriginal policy in Canada. Argues that indigenous peoples must change, and that government can provide tools, programmes and funds necessary to change. Notes that change has many dimensions and outcomes: more sophisticated governance tools; greater control; healthier communities; better educational attainments; and achievement of ownership of resources and lands. |
