Abstract: Describes primary health care managers' attitudes and views on recruitment and personnel development in general, and considers whether there are any differences between views of managers in southern and northern regions of Finland. Finds that, in southern region, managers look abroad to find new employees whereas, in northern region, managers concentrate on retaining employees in organisation using different human resource development practices.
