| Abstract: | Presents detailed analysis of developmental trajectories of international environmental regimes, and evaluates ways in which emergent patterns in environmental governance affect regime effectiveness. Proposes framework for analysing patterns of institutional change based on alignment of internal, endogenous factors such as flexibility, monitoring procedures, and funding mechanisms with such external, exogenous factors as attributes of environmental problems, political and economic contexts, and technological innovations. Case studies include regime for stratospheric ozone; Antarctic Treaty System; climate regime; whales and whaling; and protection of northern fur seals. |
