Abstract: Summarises and systematises mitigative and adaptive responses to climate change. Considers four questions: who is charged with tasks of adaptation and mitigation; which adaptive and mitigative measures are being targeted; what are means for adaptation and mitigation; and to what extent are suggested actions able to support expressed aims for adaptation and mitigation? Discussion of these questions reveals importance of current institutional contexts in framing of adaptation and mitigation issues.
