Abstract: Describes new global interest in extensive energy, shipping, fishing and tourism prospects in Arctic Ocean following retreat of Arctic sea ice. Considers impact of change on major Arctic powers which are increasingly asserting sovereignty. Notes changes in national security policies, and in strategic deployments. Suggests that environmental security provides holistic framework to assess security risks in Arctic. Argues that shared risk assessment has to form basis for decision-making about which government paths to pursue within international legal framework of law of sea.
