Abstract: Examines commitment of Stalinist regime to developing Russia's northern frontiers through 1930s. Focuses on Main Administration of Northern Sea Route (Glavsevmorput') created in 1932. Addresses five key themes: Stalinist institution-building; state-building in Far North; Moscow-Leningrad rivalry; Glavsevmorput''s institutional relationships within state; and purges during 1934-38 and state's security goals. Reassesses growth of Stalinist administration in light of Glavsevmorput' archival material.
