Abstract: | Examines development of Dutch Antarctic policy and scientific research from 1957-58 International Geophysical Year to 1990, when Netherlands became Consultative Party to Antarctic Treaty. Compares Dutch policy with Belgian and German policies, all of which saw periods of involvement and non-involvement in Antarctic research, and discusses circumstances and motivations for change from non-involvement to involvement in context of agenda setting theories. Evaluates relationship between national governments and scientific communities; roles of individual policy entrepreneurs in each country; and effect on policy makers of increased public awareness of environmental protection issues. |
