Abstract: Reports findings of new study by Canadian Defense and Foreign Affairs Institute, which warns of dangers of arms race and possible conflict between countries with Arctic coastlines. Study notes that Russia has built 10 new submarines since 1993, with five more nuclear submarines in progress; Norway has built 16 naval ships (some armed); Denmark has built 21 ships for its navy, all armed and able to sail through first-year sea ice; and US has built six nuclear-powered attack submarines with six more under construction and further 12 planned. Meanwhile Canada is planning to build up to eight Arctic patrol ships and one polar icebreaker.
