Abstract: Notes inadequacy of mechanical snow removal for meeting Japanese goverment's policy of year-round "barrier-free" roads. Noting also high cost of thermal melting, discusses redesign of snow-melting facilities based on model of pavement surface heat balance. Evaluates heat output of facilities using two parameters: hour rate of acceptable snow depth and design snow interval. Obtains parameters from design heat load of system, calculated using meteorological data from six points across Japan. Presents results for acceptable snow depths of 1 cm and 5 cm, identifying potential reductions in design heat load, particularly when small amount of snow is allowed to remain on pavements or design snowfall interval is slightly extended.
