Abstract: Describes and discusses Canadian political strategy in response to environmental and climate changes that will increase access to Arctic and interest in its mineral resources. Initiatives include: stabilising and deepening Arctic relations with US; opening discussions with Germany on exploitation of gas reserves, and with China and Norway on expansion of pan-Arctic and transpolar continental trade; and eliciting US interest in Agreement on Basic Principles of Arctic International Relations modelled on 1972 BPA on American-Soviet Relations and intended to encourage Russian stewardship cooperation in exchange for security reassurance.
