Abstract: Evaluates various factors in addition to science which contributed to creation of Antarctic Treaty System in 1959, including unique combination of geographical remoteness and political marginality; individual proposals for political internationalisation between 1910 and 1940s; expeditions, permanent bases and territorial claims in immediate post-war period; review of US Antarctic policy initiated by State Department in 1946; Chilean proposal that territorial claims should be suspended for duration of programme of scientific cooperation; and pressure from Britain and others to include Soviet Union in group outside United Nations. Argues that 1957-58 IGY and 1959 Antarctic Treaty were responses to such pressures.
